Base Mainnet gasLimit will increase from 125Mgas/s to 150Mgas/s on Wednesday Nov 12th, between 15:00 and 17:00 UTC.

This will be achieved by setting the gasLimit parameter to 300_000_000 per block, and increasing the 1559 elasticity multiplier from 4 to 5.
*NOTE*: This will result in a lower gasTarget throughput from 62_500_000 to 60_000_000 per block.
