As a followup from the Saturday 1/31 postmortem (https://status.base.org/incidents/zfvvgt46j9d8), we're improving the reliability of our backend mempool by reducing the variance in their configuration.

This migration will have no downtime. We expect improved transaction inclusion latency. However, this change is part of a broader set of infrastructure improvements designed to eliminate transaction drops and remove variance in inclusion times.
